Carl Grivner

CEO

Carl is the Chief Executive Officer of GCX.

He has over 25 years of international executive and leadership experience, including 12 years operating at the level of Chief Executive Officer at major telecommunications companies in North and Central America, Europe, and Asia.

Carl most recently was the CEO of Colt Technology Services. Before joining Colt, he served three years in Singapore as CEO of Pacnet, directing the global strategy of one of Asia's leading end-to-end communications service providers. Previously, Carl held leadership positions for numerous companies, including Cable & Wireless plc, Ameritech, and IBM.

Carl is on GCX’s Board of Directors, serving on the Audit Committee, focusing on the renewed industry-leading phase of GCX.

Anja Blumert

CFO

Anja is the Chief Financial Officer of Global Cloud Xchange, responsible for global finance organization and financial activities, based in London.

Ms. Blumert has 20 years of experience in finance, with a focus on TMT and emerging markets. Ms. Blumert previously served as Head of M&A and portfolio management at Millicom International Cellular SA, TMT investment professional at Warburg Pincus International LLC, and as an investment banker with UBS. Anja is currently a board member of Axian Telecom and most recently served on the board of GCX, BIMA, and Helios Towers Ltd.

Jim Fagan

Jim is our Chief Strategy and Revenue Officer, responsible for keeping GCX at the cutting edge of innovation.

Jim is a transformative and proven technology executive with more than 20 years of experience spanning across small private and public companies, private equity-owned to large publicly traded multi-national companies across the US, Asia Pacific, and China. Previously, Mr. Fagan led financial operations at Rackspace, assisting with their first IPO. Also, he was the founder and Managing Director for their Asia Pacific business, based in Hong Kong. He subsequently joined Pacnet, a subsea cable and a data center provider (later acquired by Telstra), responsible for developing its product portfolio, data center business, and the build and deployment of the world’s first international SDN platform. At Telstra, he was responsible for their Cloud and SDN business, and their global and Australia domestic Enterprise connectivity platform.

Jon Vestal

Chief Technology Officer

Jon is our Chief Technology Officer, responsible for technology innovation and IT transformation and optimization.

Jon is a savvy technologist with 30+ years of experience, with more than 20 years in telecommunications. He is considered a leading SDN professional focusing on orchestration and programmable pipeline switches. He is the founder of OpenKilda (an open-source SDN controller – www.open-kilda.org). Previously, Jon was the Managing Director of Asia at Internap. Later he joined Pacnet as VP of Product Architecture, pioneering their SDN offerings. Subsequently, he joined Telstra as their Head of Product Architecture, responsible for introducing industry-first Global SDN WAN.

Jon is based in Singapore.

Jocelyn Cho

General Counsel

Jocelyn is the General Counsel and Group Company Secretary of GCX.

Jocelyn has 20 years of experience advising and working with international financial institutions, blue chip corporates, start-ups and established technology companies. Prior to joining GCX, Jocelyn held investment banking as well as legal roles with Barclays Capital in Asia Pacific. Prior to Barclays, Jocelyn was a senior US corporate finance lawyer at Linklaters in both London and Hong Kong, and also practiced with Jones Day in the Silicon Valley. Jocelyn served first as Vice President Global Legal of GCX from 2016, then as Deputy General Counsel from 2019 until her appointment as General Counsel in 2020. Jocelyn holds a Bachelor of Science degree in Applied Economics from Cornell University and received her Juris Doctorate from the University of Texas School of Law. Jocelyn is a member of the California Bar.

Brad Kneller

Head of Submarine Operations

Brad is our Head of Submarine Operations.

Brad brings 20 years of experience in Operations and Engineering. Most recently, he held the position of Global SVP Operations and Engineering at Aqua Comms. Previously Head of Global Networks at GCX. Prior to his role at GCX, Mr. Kneller worked for companies including Global Crossing, he was an Independent Consultant at Telenordia/Versatel and the Director of Operations at NTL. He began his career with Cable and wireless and has over two decades of senior operations and engineering experience.

M U Khan

Head of Human Resources

M U is our Head of Human Resources, responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of our organization, specifically in the areas of talent management, change management, organization and performance management.

M U has been with the company since 2010 and has contributed significantly in various HR roles. Including, managing HR for the APAC region, as HR Head of Global Carrier Business, to relocating to London as regional HR for Europe and the Middle East, to returning to India to manage HR for India Enterprise and GCX.

James 'Jim' Ousley

Mr. Ousley has more than 40 years of experience leading global technology and telecommunications organizations. In 2014, he joined CVC Growth Capital as senior operating managing partner. Previously, he served as the chief executive officer at Savvis, Inc. Prior to Savvis, Mr. Ousley served as president and chief executive officer of Vytek Wireless, Inc. Mr. Ousley has also held various executive management positions with Control Data Corporation. Mr. Ousley has served on the board of directors of Icelero, Inc., Integra, Inc., Datalink, Inc., and Pacnet, Inc., Savvis, Inc., ActivIdentity Corporation, Control Data Systems, Inc., Peak10, Bell Microproducts, Inc., and other technology and network companies.

Rahul N. Merchant

Mr. Merchant is a member of the executive committee at TIAA, one of the leading and most reputed financial services organizations with $1.1 trillion in assets under management serving more than 15,000 institutions and 5 million individuals. Previously, Mr. Merchant served as the first-ever Citywide Chief Information and Innovation Officer as well as the Commissioner of the New York City Department of Information Technology and Telecommunications, responsible for the digital transformation of government services for 8.3 million residents and 50 million visitors across 55 government agencies. Mr. Merchant has been a successful executive for over 30 years in the financial services industry and been on the boards of several public and private firms.

Sandeep Girotra

Mr. Girotra is an executive leader, delivering strategic, operational, financial transformation outcomes in telecommunications, enterprise, and public sectors. Most recently, Mr. Girotra was responsible for Nokia's business and operations across the Asia Pacific Japan and India market, which included sales and delivery operations, manufacturing plant, research & development center, and its global service delivery centers.

Anand Raghu

Mr. Raghu has over a decade of experience in the financial industry, specifically investing in corporate turnarounds and growth companies. He is currently a VP of Trilantic North America Special Situations. Previously, Mr. Raghu was a VP at Bardin Hill, an investment manager focused on equities and credit strategies. Mr. Raghu was also an Associate at Coatue Management and he began his career as an Analyst in Credit Suisse’s Technology, Media and Telecommunications investment banking group.
